Operations Manager – Solid Waste Management
Location: Hisar, Haryana, India
Job Summary
The Operations Manager will oversee and streamline all aspects of municipal solid waste management (SWM) operations in Hisar. This role includes managing waste collection, segregation, transportation, processing, and disposal in accordance with Maharashtra’s waste management standards and local regulations.
Key Responsibilities
Operational Oversight & Coordination
Manage daily operations across the waste management lifecycle—collection, segregation, transportation, processing, recycling, and disposal.
Ensure waste segregation at source is implemented in line with India’s Solid Waste Management Rules (2016).
Develop SOPs for operations, including protocols for handling dry, wet, and hazardous waste.
Strategic Planning & Policy Implementation
Formulate operational strategies and long-term plans for sustainable waste handling.
Collaborate with municipal authorities and contractors to harmonize SWM strategies.
Budgeting & Financial Management
Plan and manage operational budget—forecasting needs for equipment, staffing, and maintenance.
Review and approve vendor contracts, purchase orders, and operational expenses (inspired by practices from government roles).
Compliance & Safety
Ensure adherence to municipal, state, and national environmental and safety regulations.
Conduct safety audits, train field teams in safety protocols, and oversee incident investigations (aligned with landfill ops manager duties).
Team Leadership
Supervise field teams—drivers, sweepers, operators, and contractors.
Conduct training in waste handling, safety, and efficient operations (role aligned with community mobiliser and SWM manager responsibilities) .
Performance Monitoring & Reporting
Track key indicators such as collection efficiency, segregation compliance, complaints, and resource utilization.
Create and deliver reports to the Municipal Commissioner or relevant governance bodies.
Stakeholder Engagement & Public Interface
Liaise actively with municipal officers, local contractors, and citizen groups.
Drive community awareness initiatives to promote waste segregation, recycling, and cleanliness (as seen in roles like Recycling Manager and SWM programs).
Address public grievances and collaborate with informal waste pickers for improved operations
Qualifications & Skills Required
Education
Bachelor’s degree in Environmental Science, Civil/Mechanical Engineering, Public Administration, or a related discipline.
Experience
5–8 years in waste management or related operations (estimated from Indian roles)
Exposure to municipal or environmental operations is strongly preferred.
Technical & Managerial Skills
Strong knowledge of SWM Rules (2016) and experience with operational planning, logistics, and performance tracking.
Proficiency in Excel for reporting and daily planning (as in similar Jaipur-based operations roles)
Leadership & Communication
Proven ability to lead and motivate teams across diverse ground operations.
Strong negotiation and liaison skills with government agencies, contractors, and communities.
